SENATE CONCURRENT RESOLUTION NO. 49

Requesting the Joint Committee on Government and Finance to make a
study of the possible benefits of eliminating the Joint
Commission on Interstate Cooperation and transferring the
duties and authority of the Joint Committee on Government
Operations to the Joint Committee on Government and Finance.

Whereas, The duties assigned by statute to the Joint
Commission on Interstate Cooperation and the Joint Committee on
Government Operations might be performed more efficiently by other
existing entities; therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby requests the Joint Committee on
Government and Finance review, examine and study the possible
benefits to be gained by eliminating the Joint Commission on
Interstate Cooperation as statutory entities and transferring the
duties heretofore exercised by such entities to other existing
legislative bodies and, further, to review, examine and study the
benefits that might be achieved by transferring the duties and
authority presently exercised by the Joint Committee on Government
Operations to the Joint Committee on Government and Finance; and,
be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2001, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
